The Public Service Commission of Canada (PSC) released the findings of a study on employment equity promotion rates.
The results indicate that the promotion rate for women within the federal public service has improved over the years when compared to men. However, when compared to men, women remain under-promoted in scientific and technical professions.
While results of the study point to some improvement in the promotion rates of Indigenous public servants and public servants with disabilities, their promotion rates remain lower than those of their counterparts. We have found no appreciable difference in the promotion rate of members of visible minorities when compared to their counterparts, except in the executive category, where they have lower promotion rates (both into and within executive ranks).
The PSC will take measures to raise awareness among federal departments and agencies of relevant policies, tools and services aimed at supporting equitable access to job opportunities. Further research will be undertaken to better understand and address underlying barriers to promotions for employment equity groups.
