Peel Regional Police – Project Shadow- Historical Sexual Assault Arrest

Region of Peel – Investigators from the Special Victims Unit have charged a 43-year-old male in connection with two historic sexual assault investigations.
On July 12, 2004, it was alleged that a 20-year-old female was approached by a male in the area of Mclaughlin Road and Ceremonial Drive, in the City of Mississauga and sexually assaulted. The incident was reported to police at the time.
On February 11, 2005, it was alleged that a 16-year-old female was approached by the same male in the area of Balmoral Drive and Bramalea Road, in the City of Brampton and sexually assaulted. The incident was reported to police at the time.
On September 16, 2024, following an extensive investigation, known as Project Shadow, investigators arrested and charged Justin Foley, a 43-year-old man from Mississauga, with the following offences:
- Kidnapping (x2)
- Use imitation firearm in the commission of an offence (x2)
- Sexual assault with a weapon (x2)
- Disguise with intent (x2)
- Utter threats
- Overcome resistance to commission of offence
He was held for a bail hearing and appeared before the Ontario Court of Justice in Brampton.
