Peel Regional Police – Updated: Two Peel Gang Members arrested in Unrelated Homicide Investigations

Region of Peel– Investigators from the Homicide and Missing Persons Bureau have made arrests concerning the separate murders of 24-year-old Kyle Clouden and 26-year-old Mario Ibrahim. On Wednesday, July 22, 2020, Lamar Grant, a 24-year-old man and Devon Mark, a 19-year-old man, both from Brampton, were arrested for Second Degree Murder and Accessory after the Fact to Murder respectively. Both Lamar Grant and Devon Mark are members of the same violent gang.
On Sunday, September 1, 2019, at approximately 2:30 a.m., officers responded to the parking lot of a restaurant at Hurontario Street and Central Parkway West in Mississauga regarding an altercation. Upon arrival, police located a male suffering from apparent gunshot wounds. Despite the best efforts of first responders, Kyle Clouden died at the scene.
Lamar Grant was arrested and charged for Second Degree Murder in this incident. He was also charged with Discharge Firearm, Assault, and Mischief for an unrelated event. He attended the Ontario Court of Justice in Brampton on July 22, 2020. At the time of his arrest, he was out on a bail recognizance for firearms charges relating to the illegal possession of a handgun from charges in January 2020 laid by Peel Regional Police.
On October 22, 2019, at approximately 11:50 p.m., officers responded to shots fired in the area of Webb Drive and Confederation Parkway in Mississauga. Upon arrival, police located a male in a vehicle suffering from apparent gunshot wounds. Despite the best efforts of first responders, Mario Ibrahim died at the scene.
On Wednesday, July 22, 2020, Devon Mark was arrested and charged with Accessory After the Fact to Murder. He was held for a bail hearing and attended the Ontario Court of Justice in Brampton on July 22, 2020.
Both of these homicides are not related; however, both of the accused parties, Lamar Grant and Devon Mark have affiliations to the same street gang.
“The arrest of Lamar Grant and Devon Mark is evidence of the dangerous correlation between illegal firearms, violence, and gangs. Unfortunately, it also demonstrates how likely violent offenders are to be released from custody despite our service’s best efforts, even when persons face serious charges like firearms offences. In these circumstances, Grant’s release creates a real risk to the community, which could have been avoided if he remained in custody. This is a scenario that we regularly see throughout the GTA, which creates unnecessary hurdles for services battling gang crime,” said Chief Duraiappah.
“Gun and Gang violence is a priority for our service and community. We do not accept it. Innocent people are affected, and grieving families are left behind. Within the last week, we have arrested four people for their involvement in three homicides, which can be sourced to gun and gang violence. We are committed to ending this violence through our tireless investigative efforts, as is demonstrated in these investigations, coupled with our community’s refusal to accept the losses and outcomes it creates,” said Deputy Milinovich.
